Since the new curriculum reform was proposed and promulgated the National Outline for Medium-and Long-Term Educational Reform and Development (2010-2020), teachers are required to update the teaching concepts, enrich teachers' knowledge and continually improve the teaching ability and teaching quality.As educators, teachers play an important role in the background of educational reform. In the practice of many educational reforms, teachers' professional development is the key to success of the educational reform, and also is the key to improve the quality of education and cultivate talents. Teachers' professional development needs teachers to have scientific and reasonable teaching design abilities and teaching implementation abilities. The promotion of these abilities depend on the advance of the times and the development of teachers' knowledge.Based on the urgent need for professional competence and professional knowledge in the process of teachers' professional development and under the circumstance of targeted and organized school based training for teachers, combined with the educational experts and scholars at home and abroad discuss the flipped classroom teaching mode, the author make full use of the advantages of this model and innovation, creating the" project-based learning-special training- practical innovation" teachers' flipped learning model. Teachers' professional characteristics determine that teachers can't spend a lot of time to study as students. Through the project-based learning, teachers can achieve internalizing knowledge, proposing valuable questions to discuss. Special training provides convenience for teachers and expert teachers communicate sufficiently. Innovation and practice not only help expert teachers to keep abreast of the training teachers to the training effect, but also providing a solution platform for the possible problem in the course of innovation teaching to the training teachers. As a special group, regarding the teachers' as students in the flipped classroom, which teachers could learn in practice and achieve professional competence and professional knowledge.The purpose of school-based training is to make the training teachers master the necessary knowledge and skills, and achieve the requirements of curriculum reform. Under the environment of the school-based training, changing flipped classroom model into teachers' flipped learning creatively, which can effectively promote teachers' professional development.
