During the deepening of curriculum reform, cooperative learning has been widely used and achieved some results, but there are still many problems in the specific implementation process. From the perspective of teachers, means and goals separated from each other. In this case, teachers often ignored students'emotional needs and mental feelings; teachers always think the correct answer as the sole criterion to evaluate, not fully considered the views of members in the group, evaluation criteria was single, some evaluation paid attention to the whole and looked down on individual. From the perspective of students, most students' understanding of "cooperation" were not deep, even if joined in the group, they were also looser, so a big problem that is how to mobilize the intrinsic motivation of students cooperation. And then, there is "ride phenomenon" for members in the group, which was very common in the group discussion, sometimes the whole team activities entirely by some excellent students arranged in the team.This article discussed the current cooperative learning development process and characteristics in the domestic and foreign countries, analyzed the advantages and current problems, the author analyzed from different dimensions, Firstly expounded the concept, classification and application value of cooperative learning, then analyzed the mutual teaching learning mode, including its basic characteristics and group form, found develop mutual teach by student and student can effectively solve this problem in the cooperation learning.This article also described the learning systems characteristics in order to mutual learning model as the core, and described the practice process of using "Complete Mix" system to do the mutual learning. Through the system knew that: in 2015, the author and team by many middle schools and primary schools' 152 students for mutual teaching learning practice, mutual teaching, practice prove that mutual learning mode under the cooperative learning theory can improve students' self-confidence, the sense of responsibility, interpersonal skills, learning result and learning interest, progress in up to 92.7%. Form mutual teaching study group by the "Complete Mix" system, let mutual learning model riched the relationship between teaching and learning, further stimulated learning enthusiasm of students, made students became passive learning to active learning, not only improved the quality ability of students, but also cultivated the students' deep learning ability in the knowledge learning, expanded the knowledge aspect, really improved the learning efficiency.
