Comprehensive Quality Assessment has been carried out for years as a significant measure to implement the policy of national quality education. It was highly prized in turning educator's education concepts?changing entrance system? promoting student all-around and individual development?and implementing the objective of quality education. It becomes a main point to promote entrance system institutional reform in recent years. However, as the idea of Comprehensive Quality Assessment of student development to deepen the basic educational curriculum reform policy was put forward by national education policy in March 2014, Key Competencies soon become a hot topic in basic education field. Taken as an opportunity, this article tried to research existed "Comprehensive Quality Assessment" in our country, to discuss the relationship between new ideas of national educational policies and existed implementation.This article begins with the investigation of research basis of "Comprehensive Quality Assessment" and "Key Competencies Assessment", and take student assessment in high school for example, to describe and analyze the cognition basis and implementation status of "Comprehensive Quality Assessment" and "Key Competencies Assessment" comparatively systematically. Studies found that the "Comprehensive Quality Assessment" from 2004 in our country, still in use today, faced with a certain theoretical predicament and relevant practical problems. It is difficult for the current research framework to break through the plight of "Comprehensive Quality Assessment". The proposal of Key Competencies Assessment of student development provide a new method to solve the problems of "Comprehensive Quality Assessment". This article advocated broadening research perspectives and introduced Key Competencies Assessment into the Student Assessment system in high school, to realize the transformation from "ComprehensiveQuality Assessment" to "Key Competencies Assessment" in high school. This article analyzed the necessity?inevitability and feasibility of this transformation and brought up the construction of Key Competencies Assessment system for high school students. It constructed an "1+1" model structure of Key Competencies Assessment for student development, and discussed the implementation strategies to realize the transformation.
