A Study On Campus Football Referees Team Construction Of Hunan Province

School football referee team building is of a great significance for the smooth development of the campus football activities. In order to promote a virtuous circle of campus football referee team building in Hunan province, this paper's study uses expert investigation and questionnaires methods, and the in-depth investigations in Hunan provincial campus football referee construction status will find its problems existed and then through analyzing the influencing factors, the author will propose targeted improvements. According to the analysis, the conclusions and recommendations are followed:1. The significance of the campus football referees construction to the campus football activities:(1) to serve the campus football game, to popularize the football competition rules, and to train the youth good moral character;(2) as both a referee of school football competition and the executor of competition rules, to implement the quality education, and to be both the educator and guider of moral conduct.2.The current status of our campus football referee building are:(1) demand is big, personnel structure is not reasonable;(2) the guiding ideology;(3) organization is not strict;(4) perform system is not perfect;(5) management system is not reasonable.3. The factors affecting Hunan provincial campus football referee building are:(1) lots of game, few referees;(2) irrational personnel structure;(3) lack of systematic study;(4) uneven level of enforcement;(5) low remuneration treatment;(6) the period since the campus football office established is short, staffing and institutional settings are imperfect.(7) campus football office and provincial football association have not formed a unified management and the specific division of labor.4. The practical strategies of building referees ream in Hunan province are:(1) to establish sound selection mechanism to broaden the selection channels. Scientific selection can strengthen school football referees construction;(2)to intensify the effect training, and to promote the capacity. Through different forms of training methods,multi-aspect of organized and effective centralized learning, exchanging and practicing, people can sum up to improve themselves;(3) to carry out various types of campus football games, weakening the competition results; to create a good game environment, helping to improve the game quality and enhance the referees rule enforcement, so that more and more young referees can have the opportunity to practice;(4) to establish the campus football referees committee organizations,improving the management system, establishing the effective campus football refereesmanagement system. To introduce the judicial supervision, make clear every use of funds, and effectively adding training times and the treatment of referees;(5) to form a unified planning of the campus football office in Hunan province and Hunan Province Football Association, specifying the division of labor. To form a reasonable management method, which would develop Hunan campus football and the campus referees;(6) to organize the young chief referee, and college teacher training classes,widely spreading and enhancing the "missionary capacity";(7) to optimize the age structure, boldly using the new referees, planning and improving through many aspects such as the rationalization, the level of law enforcement, ethics, cohesion and capacity so on.
