Since 2013,the concept of "targeted poverty al eviation" from President Xi Jinping has been constantly implemented.China has opened a new era of rural poverty al eviation while the urban poors receive less attention.In 2018,the program "Ask Xi 'an City" exposed some problems in education in Xi 'an,which aroused wide attention and discussion of the society.Neglecting the urban poors and the unfair distribution of educational resources in Xi 'an prompt the author to focus on the education of children from urban low-income families.This study aims to help urban children with subsistence al owances to improve their "sense of entitlement" by improving their English learning.I'll change the child's English learning attitude,improve their English learning ability and cultivate their English learning habits.In this study,interview is used to collect relevant information of service objects.Analyzing the information,the author believes that L has abilities to make change,and she also has ambition.But L is anxious because of her family conditions.There are various reasons that causing L's poor English learning,which are from L's own reasons,L's family,her school and the society.As for herself,L's bad learning habits,irrational self-cognit io n and external dependence are the internal reasons.But the poor family economic condition,the insufficient family support,ineffective resources of schools and the uneven distribut io n of resources caused by the social environment are external factors.Then,concerning about the needs of L,author use the Empowerment Theory,Ecologica l Systems Theory and the Task-Centered Model to help her.After receiving social work service,the English learning status of the service object has changed obviously.And I also think about the theory about subjectivity in social work practice.The findings of study are as follows :(1)When the external conditions are difficult to change in a short time,enhancing the service object can make it easier to cope with the pressure from the external environme nt;(2)Social work can achieve a certain effect in children's learning,but the effect is limited.It will be more effective if social workers can combine the other resources;(3)The subjectivit y of the service object has an important impact on the service implementation.More attention should be paid to the subjectivity of the service objects in the process of social work.
