The Current Condition And Strategic Analysis Of Private Education In Dalian

With the rising level of development in Dalian, private education has been receiving a greater, yet gradual, social recognition. The permissions required to develop private education in Dalian are becoming increasingly diverse. However, hindered by national legislation and implementation, private education is facing some problems. This paper aims to analyze the difficulties in development of Dalian's private education system from the perspective of current educational legislation and policies so as to identify and study the strategies involved with Dalian private education.The purpose of this paper is to analyze the advantages of a private education and the problems of assimilation into that system. By gathering information from the earlier experiences of the development of private education in Shanghai and Beijing, there was a focus on the overall goals, developmental principles, the reference experience, the developmental schemes, and feasibility analysis of those education centers to guarantee six aspects of a private education development policy plan to solve the drawbacks connected with Dalian education.According to the current situation of private education in Dalian and to ensure the effective implementation of a developmental program, the author further advances the following suggestions with regard to the development of private education in Dalian:1) identify the focal point of the government and education departments to strengthen governmental support, enhance independent innovative ability in private schools where the management of non-governmental schools themselves should be strengthened; 2) build a private education service platform with the establishment of private education informational and marketing services; 3) accelerate the culture construction of teacher teams in private schools in Dalian by cultivating teachers'human resources market, perfecting the system of the Dalian voluntary school teachers'employment system, and keeping the Dalian education administrative department impartial; 4) improve the Dalian developmental environment of private schools with particular attention to advantages to develop and optimize the internal management system; and 5) strengthen cooperation and exchange with the goal to create brand effect and strengthen mutual cooperation between the private schools in Dalian.
