With the advancement and development of technology, and the implementation of national innovation driven development strategy, university technology transfer has become an important measure which will accelerate economic and social development, create economic benefits. And there are a large number of scientific and technological achievements which are produced by universities, if these achievements could be turned into actual productive capacities, it can boost the economic development rapidly, improve the competitiveness of the country or enterprises, but in fact, there are only a small part of these used for the enterprises. So, in this paper, we hopes to the efficiency of university technology transfer, to provide feasible suggestions to enhance the level of university technology transfer.Because of its manpower and resource advantage,985-prdoject sponsored university in our country have undertaken a most of China’s major scientific research projects, and occupy an important position in the technology innovation system, thus their technology transfer capability can probably reflects the level of universities technology transfer in our country. Therefore, in this paper,985-prdoject sponsored university of our country is the research object, we select the valid data from 2008 to 2013,and assume the way of university technology transfer is patent sale and technical transformation, then analyze the present situation of university technology transfer, find the ability of introducing talents is promoting; and investment in science and technology funds increases year by year, but its economic resources structure are relatively single, mainly dependent on government funding; The amount of patent application and authorization is increasing year by year, but the number of scientific works is declining, the growth rate of paper is slow; actual gross income of technology transfer activities increases steadily, while the contracts of technical transformation that sign by universities and private enterprise are the most, but their income is not as good as the income of the cooperation with state -owned enterprise and foreign enterprise. And these problems affect the level of their own technology transfer to a certain extent.In order to further know the situation of technology transfer of different universities under the current input and output, in this paper we use the method of DEA to measure efficiency, assess the level of universities technology transfer, learn about the different levels of university technology transfer, explore the main factors affecting the level of technology transfer. Then by the analysis, we get a conclusion that the efficiency of universities technology transfer is not fully meet DEA effective, but the average of level is good, and the gap of efficiency of technology transfer among the different universities is a little great and imbalance. We think the reason why efficiency is not valid is the resource input-output structure is irrational, the support of basic research for technology transfer is not enough. And non-DEA effective universities may implement its own effective by projection to those DEA effective universities. Therefore, we continue to use social network analysis method, to Depict network map of effective and non effective universities, to explore the implicit relation of them, and to find the model of mutual learning in these universities.Through the above situation analysis and efficiency assessment, we consider that university technology transfer activities is influenced by government policy and business environment, in order to enhance the level of university technology transfer, this paper aims at the problems appeared in the process of university technology transfer, we put forward the effective countermeasures, that is optimizing the structure of input and output, promoting autonomous learning of universities, integrating the advantageous resources.
