Technology transfer is the important way of establishing the independent innovative country,and it has risen to national science and technology strategy position.The state has increased its investment in science and technology,and at the same time inspires technology transfer of universities by promulgating the file.However,the turnover of technology transfer in universities is still not high in the whole country,especially in the relatively slow development of the central and western areas,where the contract and technology transfer incomes of technology transfer is still at the lowest level in the country.In the face of such problems,it is necessary to study the technology transfer efficiency of universities in the central and western areas,find out the causes of inefficiency,and explore ways to improve the efficiency of technology transfer.The following study is conducted for the above questions: Firstly,the paper systematically analyzes the present situation of technology transfer,and to set up the index system and construct a new DEA model-generalized integer DEA model for technology transfer efficiency evaluation,which not only enriches the theory of generalized DEA,but also makes the efficient study which contains integral indicators of more accurate calculation.Secondly,regrading provinces in the central and western from 2007 to 2015 as the decision making units,and selecting the corresponding inputoutput index,the paper uses the generalized integer DEA model to analyze the efficiency of the 15 central and western provinces from the whole,areas and provinces respectively.At the same time,the improved values of each index are calculated.Finally,Tobit's linear regression analysis method is used to analyze the influencing factors of technology transfer efficiency of universities in the central and western areas.There are several findings through the research:(1)The analysis of efficiency shows that the efficiency of universities technology transfer in the central and western areas has not reached the effective status,and the overall efficiency has been declining year by year;the efficiency in the western areas is obviously lower than that in the central areas;and Anhui province alone reaches the effective status in the central and western areas;the efficiency value of technology transfer in the provinces of Inner Mongolia,Guizhou and Gansu are the lowest in central and western area of China.(2)Projection analysis shows that most provinces and cities need to reduce the input of personnel and funds,or to increase the income of the year of technology transfer to improve the efficiency of technology transfer.(3)Analysis of the influencing factors of efficiency shows that the input of personnel and the number of patent have significant positive impact on the efficiency,and there is a significant negative impact of the government funding on the efficiency.Finally,with the research results of this paper,some policy recommendations are put forward,which is to improve the efficiency of technology transfer in central and western areas,and the shortcomings in the research and the prospect of future research are pointed out.
