| Efforts to build an important talent gathering area in western region and a regional international talent highland service the ASEAN oriented, is a strategic talents plan in recent years, and the coming period in Guangxi. Due to historical and objective reasons, the development of Guangxi not only short of funds, project, but also lack of large numbers of high-level talents who able to lead the industry innovation and create enormous wealth value. Guangxi has been committed to the personnel work by way of introduction foreign intelligence and cultivation local high-level talent. As an important part of the domestic training, abroad training plays an indispensable role in the domestic high-level talent cultivation. High-level talent abroad training has made some achievements during the last 30 years; however, there are also many problems.By way of literature research, case studies and relevant departments visit, this thesis, found that high-level talent abroad training work faced some problems. Such as inadequacy training needs analysis, not flexible training methods, training content and training needs do not match exactly, lack of effective training effect evaluation, lack of follow-up management to high-level talent and so on. This thesis focus on the problems of Guangxi high-level talent abroad training and try to find the reasons based on the case of human resources and social security sectors. Guided by training transfer theory and Kirkpatrick training effect mode theory, this thesis proposes some targeted and operable recommendations to the development of high-level talent abroad training from the aspect of government, abroad training administration department and training project department, according to the job requirements, ability requirements and training characteristics of high-level talent.Thesis is divided into five parts. First, introduce background, purpose, literature review and research methods. Second, define related concepts of abroad training and theories; third, brief introduces the high-level talent training abroad in Guangxi public sector. Fourth, Based on Human Recourses and Social Securities’Sector, introduce the development of Guangxi high-level talent abroad training and analyze problems and find the reasons. The fifth chapter proposes recommendations to the development of high-level talent abroad training from the aspect of government, abroad training administration department and training project department. The last is summarized. |
