It is until recent years that people begin the research on the competency model of department-level management personnel in higher education institutions. At present, the selection and appointment of department-level management personnel in Chinese higher education institutions are determined by the criteria concerning morality, educational background, technical ability, knowledge and working experience. However, those personnel who have rich subject knowledge and high technical skills selected by these criteria may not necessarily be highly effective in administrative work. Therefore, it is imperative that a new selection and evaluation mechanism focused on competency should be constructed, which should be scientific, comprehensive, and objective, with quantitative and qualitative criteria well integrated.In order to accurately and scientifically construct the competency model of department-level management personnel in Jilin Agricultural University, this research directed the competency research into the field of cadre management. By applying the relevant knowledge and theories of competency model in HR management, and taking as the main line the research and construction of the competency model of department-level management personnel, and with as the main aim the theoretical exploration and practical application of the competency model of department-level management personnel, this research investigated in great details the competency of department-level management personnel. The method used in this research is behavioral events interview which is widely used in competency research and 20 department-level management personnel were interviewed. By analyzing in theme the statistics of the interviews and questionnaires, and comparing and differentiating between the competencies of department-level management personnel with good or average performance in Jilin Agricultural University, this research located the key competency combination, composed a competency dictionary and coded all the competency traits. Based upon the above, and through further questionnaire and expert consultations, this research testified and improved the competency of department-level management personnel in Jilin Agricultural University, and constructed the competency model of department-level management personnel in the university.The competency model of Department-level Management Personnel in Jilin Agricultural University is composed of 3 modules, 12 competency traits and 48 dimensions.Module 1 is the indispensable abilities department-level management personnel shall have, i.e. the skills or abilities to learn and make use of professional knowledge to accomplish specific work, highlighting those traits which are innate to a personnel, or immune from external influences. The module mainly covers the following 5 aspects of competence: the ability to rule and vitalize the university, the ability of efficient management, the ability to make scientific decisions, the ability of strategic thinking, and the leadership ability.Module 2 is the indispensable knowledge department-level management personnel shall have, i.e. the necessary information of concerned subjects and disciplines as well as PARTY governance & administration, leadership and management. The module mainly includes the competency in theoretical knowledge and practical knowledge.Module 3 is the indispensable professionalism department-level management personnel shall have, i.e. the morality, ideological inclination and behavioral habits necessary and suitable for university management. The module mainly embraces the following 5 aspects of competency: accomplishment orientation, dedication, personality, morality and psychology.This research provides a solid theoretical foundation for the construction of department-level management personnel in Jilin Agricultural University. Meantime, it provides reference for other higher educational institutions in the field of competency model construction of department-level management personnel.
