Under China's reform and opening, the continuing education of higher schools in Guangdong is undertaking great development, and a lot of application-oriented specialists needed by the society are trained successfully. This has a close link with the continuous reform and innovation of the management system for the continuing education in higher schools in Guangdong. But with its development, many problems arising from this system show up and become one of the big obstacles in the healthy development of the continuing education in higher schools in Guangdong. Therefore, it is a needy subject to research innovation on the system to ensure the sustainable development of the continuing education in higher schools in Guangdong.Up to now, the overseas research on the continuing education of higher schools focuses on the following:legislation on continuing education, decentralization of the administration power on its management, reform and innovation strategies on its management system. While home research mainly focuses on the comparison of its management systems, the analysis and reflection of traditional continuing education management system, the composition and contents of its management system, the mode of its management, the reform and innovation methods of its management system and measures, etc.At present, the existing problems of its management system lie in the following aspects: the relatively-sluggish management concepts; the improper order in administration relationships, the obviously backward management, insufficient innovation of management mode, incomplete management mechanism. The causes of these problems are mainly from the affect of traditional management system, the negligence of management system construction, weak power on schooling, and sluggish legislation on the continuing education. It is shown in comparison research that the USA, Singapore and other developed countries play positive model role in reasonable decentralization, authority in schooling, stress on legislation of continuing education, the function of its market mechanism and social bridge, and the guarantee on government funds.On the basis of Guangdong social and economic situation, and the developing needs of continuing education, and from the strategic perspective of building up a study-oriented society and all-life-education development, this paper put forward the guiding philosophy, development targets and principles of innovating the continuing education management system in higher schools. Meanwhile it gives more significance to probing the methods on its innovation, as listed below:1) setting up the new concepts on continuing education;2) rationalizing the administration relationship on continuing education management;3) innovating the management styles on continuing education in higher schools;4) pushing the legalizing of continuing education management styles in higher schools;5) perfecting the management mechanism of continuing education in higher schools.
