The training of talents has been enhanced to a very important position with the development of the Knowledge economy era. The education of innovation as an important way of foster Innovation and entrepreneurial talents has become the central issue of many nations for drawing great attention and reformation since last century 90's. Since our country raised the idea of adapting to the new economic norm, developing innovative economy and promoting the public business innovation, All sectors of the industry focus on this and push that practically. The national plan for 13 th Five-Year has claimed clearly of the innovation part, and stresses that ‘specifying the Main function orientation,building a new network of innovation of Government and Industry Research,' ‘ pushing the Collaborative innovation of all areas. The universities take responsibility of fostering talents as the bases of training, although with fruit theory and experience, there are problems of Regional difference, Extensive development pattern, Theoretical research lagging behind. So we have to satisfy the needs of innovative talents training, Enhance coordination and development efforts, Promoting the coordinated development of various professional innovation and entrepreneurship talents training in different regions.The thesis was guided by the Community theory, Taking entrepreneurship education as the research object, analyzing the presentation of education through the theory, the thesis comparing with the deficiency of the ability of cooperative development in the practice of university Education which reflecting from 4 angles which are the innovation subject, college subject, the supporting of government and Collaborative mechanism construction, Through that way to provide basic theory and Path references for improving the education of doing business, all staff participation and cooperation.There are 4 chapters in the thesis. The first chapter is the introduction, states the background and meaning of the research. The second part is the research of the Community theory, respectively from the origin of the structure, connotation development and so on, this paper discusses the idea and trend of the development of community theory, Lays the theoretical foundation for this study. Chapter 3 analysis the Bottleneck problems in the current innovation and Entrepreneurship Education based on the community theory. Chapter 4 raise the path of improving innovation and Entrepreneurship Education from the angles such as subjects, educational institution, supports of government and social security as for the bottle neck problems.
