This thesis directly begins with the analysis of the main issues between Chinese goverment and schools in the compulsive education period.Based on the western new liberalism theory, first it explores the influence of the Neoliberalism on educational revolution and then adopts useful viewpoints into educational revolution.This thesis also lists the key points of sustainable development and foresees historic trend of the future development of the relationship between our government and schools.Fundamental strategies about this relationship transformation are put forward to further theoretical exploration which can helps to obtain greater autonomy for primary and secondary schools.This reseach is expounded by speculative reasoning from the perspective of Neoliberalism, so documentary method is mainly adopted.The changing relation between the government and the school is the core part of the study,which is briefly divided into two aspects from the angle of power configuration: one is the function of the government, the other is the autonomy of the school. What’s more, market, as an inportant factor in changing the relationship, will be emphasized in this reseach. It’s the most distinctive educational concept in Neoliberalism which totally advocates education marketization. The key to the transformation of government functions is to give back the part of the functions to schools and market, In order that the government can play its essential functions and meanwhile the autonomy of the school correspondingly can be expanded, so the dominated function of the educational resources of the market can be enhanced.Generally speaking, this research just refers to the separation of policy which is proposed by the Chinese Eighteenth Party Congress. In clarifying the relationship between the government and the schools, it can put forword some constructive strategies for the separation of management review and promote the basic and even the whole education system in China to be further deeply reformed.
