Currently, every country pays more attention to the development of educational information, information technology has become a powerful tool to promote equity in education and improve the quality of education. The level of teachers 'information technology applications ability directly affect teaching effectiveness, therefore, enhancing teachers' information technology application ability is no time to delay. China is also vigorously accelerate the pace of education information construction, actively carry out "national primary and secondary teachers' information technology ability improve project" to promote the application of information technology of primary and secondary teachers.The purpose of this study is for the effect of the current teachers' information technology applications in primary and secondary schools to upgrade the project implementation of Puyang City, and identify gaps between teachers and the standards, which for formulating reasonable programs and countermeasures of further improvement development.This study took a questionnaire and interview research. Selected nine primary and secondary schools of Puyang City as a sample, 450 questionnaires were distributed to teachers to investigate, 436 questionnaires were collected, of which 391 valid questionnaires, the effective rate was 86.9%. Meanwhile, also on the relevant education departments and school administrators, teachers and students were targeted interviews, and 9 samples were involved in school field trips and individual classroom observation, the situation of Puyang ongoing information technology has fully understand.The study found that primary and secondary schools of Puyang City are wholly equipped with multimedia teaching equipment, teachers basically mastered a certain application of information technology in teaching and the ability to practice the process of applying the generally positive attitude. However, in the application process, there are some problems, mainly from teachers, schools and government three aspects of the overview and analysis of the problems of three factors: the teachers themselves, the school management factors and government policy factors. Finally, the application of information technology to enhance the capacity of Primary and Secondary School Teachers' strategy: Firstly, teachers should update the philosophy of education, improve teaching applications; the second is to strengthen school management evaluation, emphasis on teacher training; thirdly, the government should strengthen supervision assessment, development funding channels.The results for education authorities, schools and educational institutions to provide training in the development of training content and learn strategies, but also for school headmasters understand the level of information, to arrange teacher training reference. Meanwhile, for teachers to understand their educational skills, develop a reasonable self-improvement strategies and programs to provide guidance.
