As an old saying goes:to carry out education since childhood should give priority to moral education. China attaches great importance to moral education from time immemorial, and the ideal goal and highest pursuit of education is to achieve the supreme good of human nature. As a socialist country, China's national conditions and historical mission determines that the goal of moral education is to develop the cause of socialism successors and builders. As an important part of education, primary and secondary school education is related to social stability and national development. With the development of economic globalization and the deepening of the reform and opening up, moral education at primary and secondary schools in our country inevitably exists many problems, and it is urgent to explore new solutions.Thailand is a typical Buddhism country with a splendid history. Observing social norms, Thai people pay much attention to etiquette, and everyone is so mild and gentle in public. Advocating the spirit of tolerance, calm and peaceful manners, Buddhism has shaped moral standards for Thai people, and it plays an irreplaceable role in moral education. This paper attempts to set Thailand moral education at primary and secondary schools as research object, by means of document analysis, factor analysis, comparison method and historical approach, through the development, the present situation, characteristics and existing problems of Thailand moral education at primary and secondary schools, forecasting its future development direction. In addition, learning successful experience of Thailand moral education at primary and secondary schools can serve as a reference for primary and secondary school moral education development in our country, which is of great significance to create a good morality, to maintain social stability and people's unity, to advance the construction of a harmonious socialist society. Thailand and China is different, so we need to identify and adjust measures to local conditions and choose the most appropriate content in the process of learning. The full text is divided into five parts:Chapter one is the introduction, which mainly discusses the source of the topic, the definition of core concepts, the purpose and meaning of the research, current research review, and ideas and methods of this study.Chapter two analyzes the historical evolution of Thailand moral education at primary and secondary schools, which includes four stages:the traditional Buddhist education stage(1238-1868), the embryonic stage of school education(1868-1932), the education planning stages of development(1932-1998) and the national education reform stage(from 1998), grasping the history of primary and secondary school moral education development in Thailand.Chapter three introduces the present situation of Thailand moral education at primary and secondary schools in detail. It presents the goal, content, curriculum of moral education in Thailand, generalizing the means, teaching methods, curriculum evaluation and teacher training in Thai primary and secondary school moral education, trying to clearly show the overall situation of moral education at Thai primary and secondary schools.Chapter four, on the basis of present situation of Thailand moral education at primary and secondary schools, it gives a comprehensive evaluation of moral education at Thai primary and secondary schools, summarizing the characteristics and noting the deficiencies. Those deficiencies including single goals, conservative content, simple method, complex circumstance, inequality of opportunity and less qualified teachers. At the same time, in view of those deficiencies, this paper points out orientation of Thai primary and secondary school moral education for further development.Chapter five draws lessons from moral education at Thai primary and secondary schools. Standing from the perspective of comparison and reference, combined with the actual situation in our country, it puts forward some suggestions for the development of moral education at primary and secondary schools in our country. Firstly, increasing national support on school moral education; secondly, cultivating national spirit based on patriotism; thirdly, absorbing essence from both Chinese and western moral education; fourthly, abiding by rules of moral education; fifthly, permeating moral principles from multi-dimension; sixthly, improving teachers' status and treatment.
