The Vocational Education as a branch of General Education has its own unique characteristics in teachers, curriculum provision and teaching methods. It develops slowly because of the low recognition in social, the lack of correct guidance to the students and the improper function of enterprise in the cooperation between colleges and enterprise.Online education which is represented by MOOCs infiltrates educational field on a large scale. With strongly advocated of "Internet +" in our country, the rapid popularization of mobile, speed-raising of hardware processing and network, the increasing of learning software in our country, the penetration rate of online education has been improved, and the development of mobile-learning has been promoted. Under this situation, the Vocational Education also should take advantages of online education, and make use of its characteristics in “learn anytime and anywhere ”to help to get rid of its plights.Starting from the most popular mobile-learning, this thesis uses the personalized learning theory in the vocational education to design a mobile-learning platform which is based on the characteristics of learners to help solve the problems of theory, practical and learning-support in practice. The main research results are as follows:(1)This paper comply with the personalized learning theory. First of all, make a overall analysis of research status in China and abroad about vocational education and find out the current development of vocational education. Then, do a survey about the learning styles and learning preparation of the learners who study in a Polytechnic in Chongqing. Finally,sum up the characteristics of the Vocational Education and its learners.(2)Combine the characteristics of the learners in the vocational education with mobile-learning theory. Requirement analysis, system design and database of the mobile-learning platform is designed based on the personalized learning.(3)According to the requirement analysis, system design, and database above, the mobile-learning platform is implemented and tested. There are two parts, including management platform and learning platform.Personalized learning theory is introduced to the Vocational Education as a guidance, this paper is to develop a cross-platform learning platform which is suitable for mobile learning on the web pages, using the new functions of HTML5. Through the location function, the platform is convenient for communication by grouping students who study the same course in a similar time.Applying the platform to the Vocational Education helped learners get the knowledge and communicate in practice, relieve the difficulties which the Vocational Education faces to effectively, improve the learning efficiency, enhance the operative ability, stimulate learning interests. But there are many problems to be found when used be overcome in the future.
