Building modern vocational education system is to transfer the service manner, adjust the structure, promote reformation, guarantee employment, improve people's livelihood, and develop agricultural modernization with industrialization, informatization, urbanization. Thus, in 2010, the Ministry of Education, the Ministry of Human Resources and Social Security and other departments jointly issued the implementation of the reform and development of secondary vocational education and the construction plan of the demonstration schools. And in 2014 they issued the construction plan of the modern vocational education system(2014-2020), put forward construction secondary vocational schools which are on behalf of the national vocational education's schooling level in order to play a role as leading, mainstay and radiation in the reformation and development of the secondary vocational education.Taking one of the first demonstrational schools in Sichuan province—Chengdu industrial vocational technical college for example, this paper analyzes the determination of construction goals, organizational establishment, human resource allocation, resource planning and project schedule management and other aspects. It also discusses the project management process, including the research of the aim and planning of the project, the implementation and control of the project.Through questionnaire survey of the school's internal, the investigation of experts who are from cooperative enterprises and its superior departments, the author analyzes the school's shortcomings and weaknesses, determines the overall goal of the project, after understanding the situation of employees and the perception and expectations of the society for school's development. The author decomposes the general goal with the WBS(Work Breakdown Structure technology) and subdivides into 262 feasible subtasks. In this paper, the author applies the Gantt chart and project management tools(resource planning etc.) to map out a plan and control the project schedule. It also makes arrangements of the project's budget, the allocation of funds and its annual schedule to ensure the project can be finished perfectly within the prescribed time and resource constraints. It adopts the organization combined straight-line functional organization with the projected organization to solve the conflict of school's daily administrative management model and project management model. The paper also presents the demonstrational schools' safeguard measure of project quality control through identification of the construction project quality risk. To a certain extent, it combines the theory with the practice to explore the management method for construction project of the secondary vocational schools.
