In recent years, domestic scholars research on the problem of educational assistance more concentrated in poor university student aid, less study on the problem of rural basic education stage of aid for poor students, and for relief of rural basic education universal and serious lack fully understand. The People's Republic of China Education Law:basic education is the implementation of the national unity of all school-age children must accept the education, and national security must be the cause of public welfare. In the stage of basic education, the school of students do not charge tuition fees, miscellaneous fees. And the actual situation of education in our country is poor education, basic education in remote ethnic areas behind the problem in a certain extent hinder the development of education in China, and minority areas of education aid shortage has become the main bottleneck of China's minority areas rural basic education assistance, national attention for rural basic education in minority areas is still in a pity and care level. If it is not appropriate to take the national area of education aid tilt strategy, the overall strategy of science and education will be affected, has achieved the results of education is also difficult to consolidate. However, due to the imbalance of regional economic development, and based on the special characteristics of ethnic minorities themselves, there are still a considerable proportion of poor schools and poor students in ethnic minority areas in China. Compared with the developed areas of the school, the conditions of the school are poor, the teaching level is low, the teaching quality is poor, many poor schools need the government and the social relief to a large extent. Although in recent years, the Chinese government increased year by year education relief efforts and the development of social welfare undertakings for poor students in ethnic region obtained education assistance provides certain opportunities, however, in reality some should get the school's assistance and poor students for various reasons did not obtain relief, some has this or repeatedly won the school's assistance and poor students still can not shake off the dilemma of education poverty. These problems in a certain extent hurt the donors of feelings, the impact of the effectiveness of educational assistance, the hysteresis of education poverty reduction pace. This paper in Gansu Province, Linxia Hui Autonomous Prefecture of Dongxiang Autonomous County Education Assistance situation as a starting point, for educational assistance in the area of practical problems provide empirical material support, provide the basis for local government to formulate practical educational assistance policy, through the in-depth analysis of the common problems faced by ethnic minority areas generally exist in rural basic education assistance, put forward the relevant policy recommendations.
