Research On The Development Of Rural Basic Education In Suixi County

Rural basic education concerns the quality of rural population,agricultural modernization and sustainable development of rural economy.National Strategic Plan for Rural Revitalization(2018-2022)promulgated by the state council,it is pointed out that strengthening rural education,as a basic project,plays an important role in improving the quality of rural basic education and realizing the strategic goals of rural revitalization.Suixi County basic education has made more comprehensive progress,is orderly and steadily advancing.However,there are still many factors restricting the healthy and rapid development of basic education in the county.Therefore,the study of the problems in the development of rural basic education in Suixi County is of great significance in promoting poverty alleviation and achieving moderate prosperity,realizing agricultural modernization and sustainable development of rural economy.This paper takes the rural basic education(compulsory education)in the narrow sense of Suixi County as the research object.Under the guidance of the theory of public goods and human capital,this paper uses the method of field research and analytic hierarchy process to analyze from four aspects: local government financial budget,local economic development,local basic education development and social public.Empirical analysis results show that the level of Suixi County government budget for education spending,the government at a higher level to set aside an amount of compulsory education funds,the per capita Gross Domestic Product(GDP),average education expenditure as well as the rural compulsory education student/teacher ratio influence Suixi rural compulsory education the healthy and stable development of the five main factors,were weighted respectively 20.57%,14.27%,14.21%,6.63% and 5.22%.The low level of local economic development leads to the weak financial resources of the government,and leads to the serious shortage of educational funds,the lack of necessary campus hardware facilities,the low salary and treatment of rural teachers,the unreasonable number of full-time teachers and the number of students in school,etc.Based on the successful experience of rural basic education in other areas,combining with the actual situation of ruralbasic education in Suixi County,the following six countermeasures are put forward.(1)To plan the long-term development of rural basic education,we should make top-level design to ensure the priority of compulsory education.(2)Government departments should have a clear understanding of their responsibilities and build a long-term funding guarantee mechanism to strengthen infrastructure construction and ensure the effective use of education funds.(3)Systematically strengthen the construction of teacher team in such aspects as teacher salary and treatment,teacher ethics construction,teacher professional title evaluation system,urban and rural teacher rotation exchange system and teacher professional development and training.(4)To promote the integration of information technology and teaching,we should give priority to the development of information technology in education by formulating and implementing the special fund of "Internet + compulsory education" to improve the construction of supporting facilities for information technology in campus education and intensify the publicity of information technology in rural education,so as to shorten the gap between urban and rural education.(5)Rural schools should create a characteristic cultural atmosphere on campus by formulating the development plan of traditional characteristic culture,creating a scholarly campus and strengthening the construction of class culture.(6)In the new situation of education,the government,teachers,parents and students should change their ideas and promote the high-quality development of rural basic education.Promote the healthy and stable development of rural basic education in Suixi County,improve the quality of rural population,and help achieve the goal of rural revitalization.
