With the reform and opening up, the career of XiaHe ethnic elementary education has got unprecedented development. Under the care and support of the Party and the government, we have made gratifying achievements, which has made great contributions to the county's economic development, the improvement of the ethnic comprehensive quality and the rapid development of social undertakings. However, compared with the whole GanSu province, the GanNan state and other counties, the overall development level of the ethnic education in this county is still relatively backward. Based on this question, this paper used literature method discusses and analyzed the development of the ethnic elementary education of this county. This paper used on-the-spot investigation, theoretical research, statistical method, the combination of qualitative analysis and a multidisciplinary approach. From its development of the elementary education, current situation and existing problems, this paper discussed the main problems which have influenced the development of ethnic elementary education and then this paper gave an analysis of the reasons for the problems. Lastly, this paper tentatively put forward effective countermeasures and suggestions for the rapid development of the future education of the ethnic elementary education.The thesis has been divided into five parts:Part I:The introduction. This part has listed the current situation of domestic development of ethnic elementary education and has reviewed the development of the ethnic elementary education at home and abroad. Then this part has refined the concepts of elementary education and ethnic education in combination with the practical situation and ethnic characteristics of XiaHe county. Also this part has made a brief analysis elementary education and ethnic education. As an introduction, this part has laid the foundation for the research of this thesis.Part II:This part has first introduced the basic situation of XiaHe county in detail. Then, it has sorted out the basic course of the development of the ethnic elementary education according to the existing historical documents, the practical situation of the county and the ethnic characteristics. This part has been divided into five stages, which respectively has stated different development characteristics in different stages.Part III and IV:This part has studied and discussed the main problems of the development of the ethnic elementary education from four aspects. The first aspect is the out-dated traditional conception has hindered the development of the local ethnic elementary education; the second aspect is the universal problem that the educational resources for the compulsory education in this county which have been distributed off balance; the third aspect is that the three connections among family, school and social education have severely disjointed; the fourth aspect is that it is difficult to carry out the "bilingual education" teaching method using Tibetan as speakers'mother tongue. This part has given detailed analysis about the four aspects in part three that have hindered the development of ethnic elementary education.Part V:After a detailed analysis about the existing problems and reasons in the process of the development in XiaHe ethnic elementary education, the thesis tentatively puts forward the countermeasures and suggestions according to the current situation:first, we should strengthen the importance of ethnic elementary education to break through the shackles of the inherent thinking; second, we should set up a fair platform of educational resource distribution to accelerate the development of ethnic elementary education; third, we should let all-round education be effectively connected with family, school and society; last, we should advocate to use absolute advantage of "bilingual education" teaching method to promote the development of ethnic elementary education.
