In the new century, education has been an important foundation for the economic development, social reform and progress, especially, the teaching quality's improvement is crucial for the success of what is said above. The class is the main place for teaching and learning, and the quality of teaching depends on the standard of teaching evaluation.This research is based on the multiple intelligences theory, constructivism learning theory, postmodernism theory and developmental teaching evaluation theory, and considers the biology curriculum standards and biology teaching, uses the literature analysis method, questionnaire method and so on, constructs an evaluation index system which is relatively perfect for high school biology teaching.Through the investigation of the status quo of biology teaching evaluation of high school, it has been learned that most of the high school biology teachers have positive attitudes towards the evaluation standards.The high school biology classroom teaching evaluation scale which is newly established focus on the teacher and students' activities. This index system includes 2 first level indicators:leading role of teacher and students as the principal part. One class index sets target of 7 two classes:teaching objectives, teaching content, teaching strategies, teaching quality, student activities, learning environment, learning effect. The third-level indicators have 23 in total which cover teacher and students' every part. In this scale, it is given corresponding score to the first and second level's indicators, and designed the four grades to the third level which is excellent, good, general, and poor.
