With the rapid development of economy in China, the whole society has entered the knowledge economy era with the increasingly fierce competition. The parents pay more and more attention to the children's education. The demand for education is increasing and varied. Private education is an indispensable part of education system in our country and is booming in recent years, which brings the fierce competition for the talents. In order to get competitive advantage in the competition, the enterprise must cultivate and develop the employees' core competitive ability. How to get and explore the talents that are necessary for the constantly changing strategic target of the enterprise is the urgent problem that every enterprise has to solve.The aim of this research is to identify problems. For example, the staff recruitment is inefficient; performance management performs practically no function; there is little guidance and platform for employee's career development. Then after analyzing the current situation of GA school's human resource management, the paper finds out the main factors which cause the unsatisfactory situation. The competency model provides a new method for GA school to overcome the drawbacks of traditional human resource management. The paper gives guidance in constructing the competency model and shows how to use it in human resource management to help GA school achieve the strategic goals. The target of studying on the competency model is to establish a new human resource management system of GA school, which wants to win the fierce competition in the market and also to offer some useful experience for other private enterprises.
