More than 30 years of reforming and opening-up, China’s economy has been transformed from resource consumption to innovation-driven. Innovation is important to promote the development of a country to moving froward, Developing innovation economy is the inevitable requirement of building a moderately prosperous society in an all-round way, and also the transformation of the mode of economic development and the inevitable choice of adjustment of regional industrial structure. In the process of innovation driven development, the development of the society, the growth of the economy, more and more depend on the quality and quantity of the talent. Talent resource as the first resource, especially the high-level talent has become the key factor for economic and social development. In high-level talent introduction to rise to the national strategy of big background, the local governments at various levels shall constantly adjust itself to attract domestic policy, to boost economic transformation and upgrading. The competition for attracting the high level talents is increasing fiercely. In front of the historic opportunity innovation to drive the development of Sichuan province, Nanchong through Jialing River Talents Project to develop the introduction of high-level personnel work, efforts to build “talent gathered land” and “talent of entrepreneurship”, talent accumulation effect to stimulate industrial transformation and upgrading, for the construction of regional central city in northeast Sichuan and Chengdu-Chongqing economic zone north central city to provide intellectual support.This article through to Nanchong jialing River Talents Project high-level talent introduction of detailed case description, literature study, comparative study, expert consultation, field survey and other research methods, from the factors lead to environment, preferential policies, propaganda three aspects, the thorough analysis, put forward the local government in the process of bringing talents must clear positioning, give full pay to the functions of the government, combined with the local reality, though strengthening soft environment construction, enhance the core competitiveness of the city and to attract high-level personnel. At present, the research on local government high-level talent introduction most concentrated in two areas. One is led to policy comparative analysis between different regions, the other is economically developed city of high-level talent introduction of a single study. In view of the western region, especially in the west of three or four line city on how to introduce talent, scholars study less. Although this article is Nanchong as examples to study, but has a certain universality. High-level talent introduction problem so for other domestic cities, especially in the west line.
