In the new period,our country has been attaches great importance to talents.Continuously strengthen the talent team construction,deepening the reform of system and mechanism of talent development,is the real requirement of talent development strategy in our country.Therefore,various local governments also have issued the talent development in our country,especially to strengthen the high-level talent introduction and training of the work to promote local economic development.Donghai county in jiangsu province are also actively explore your own actual high-level personnel policy,has obtained certain achievements,but there are also many problems.This article based on the theory of public sector human resource management.Firstly reviewing the history of the introduction of high-level talents in Donghai County,and combined with the actual analysis of the policy implementation results.Secondly,restricting factors of donghai county high-level talent introduction policy carried on the thorough investigation,to the effectiveness of policy implementation to investigate and analyze the survey data,analysis of donghai county high-level personnel to implement lie in the imperfection of the high-level talent introduction mechanism is not sound,the high-level personnel carrier construction,talent market regulation and control function is insufficient,need improve talent development environment,etc,and analyzes the objective reasons for such problems lies in lianyungang city environment of social and economic development relative lag,the influence of the subjective reason is that talents play a role of the environment is not enough mature.Finally aimed at these problems,in full reference to the United States,Singapore,Japan and other developed countries the advanced experience of talent strategy implementation and high-level talent introduction advanced city of wuxi,suzhou,Qingdao,on the basis of advanced experience,put forward to build perfect talent introduction mechanism,promoting countermeasures and suggestions,such as marketization of high-level personnel carrier construction,strengthening the intermediary function,and improve the attractiveness of local governments,and better promote the development of local economy and society.The corresponding countermeasures proposed in this paper have some practical 'significance for the local government to develop the talent policy,and also have some theoretical significance.
