Facing up with the increasing global competition, races among countries all over the world are no longer just rivaling in economy, military and culture, but far more in technology and talents. Talent pools are urgently needed in developing leading science and technology on the one hand, however, to cultivate talents; education undoubtedly acts as a strong point. "Education plans, teacher-centered", sustainable development of education in China rely on cultivating excellent teachers. With the boost of basic education reform i n China, issue concerning team structure of primary and secondary school teachers has raised educationalists' attention, which attaches importance to gender structural problems of primary and secondary school teachers as well. Sexual structure is one of th e important components in teaching staff constructions, which maintains its healthy development. However, in recent years, a growing number of China's primary and secondary school teachers are female, while male teachers are found continuously decreasing. Imbalance in gender ratio has become a salient issue in teaching team constructions. This state of affairs not only negatively affects the development of teaching staff, but also to some extends damage students physiological and psychological development, thus leading a bad impact in improving the quality of primary education in China. Therefore, based on pedagogical and psychological theory, this study thoroughly discussed sex ratio imbalances of primary and secondary teachers.This study mainly takes the sexual structure of primary and secondary school teachers as the research object; first, the author reviewed domestic and foreign literature concerning the research of imbalanced sex ratio of teachers, and briefly introduced the results on this subject. Fr om this, the author analyzed the current situation of imbalance of gender ratio in primary and secondary teachers through personal observation, investigation and collation of relevant data and statistics. Then, this study elaborated the harmfulness of such phenomena from the perspective of teachers' and students' physical and mental development. In the end, this study thoroughly discussed the root cause of such issue, and further discussed specific measures that should be adopted in dealing with such probl ems, including alter the sources of primary and secondary school teachers, improve teacher treatment, offer courses of sex education, implement education between male and female as well as set up social publicity.
