Rural middle school is an important force of China's education reform and development. And its teaching level directly affects the development state of China's basic education and the quality promotion of most rural population.Influenced by history, reality and other factors, school-running system and operating mechanism of middle school in rural areas are still traditional, which is far away from the requirement that is put forward by the principle of administering a country according to law for education. At present, there exist two aspects problems of managing rural middle school by law. The first problem is that school management and operation are not standardized and the second problem is that the legal rights of teachers and students can't be guaranteed efficiently. And its primary cause lies in not appropriate thoughts and ideas, imperfect education law and system, rural special social environment constraint and other factors' influence.Promoting the modernization of education governance systems and governance modernization is an important mission for current education reform and promoting the rural middle school governance capacity and management level of rural school is a necessary part of the education reform. Strengthening to running rural school by law should pay much attention to the following aspects: first, strengthen the construction of educational legal system. Second, promote the construction of school internal management system. Third, promote the legal education and publicity in rural areas. Four, carry out the supervision and assessment of running school by law in rural areas.
