Under the background of the separation of management and evaluation, the new curriculum reform advocates teacher evaluation in order to promote teachers' professional development as the fundamental purpose. The majority of primary schools are still using the performance evaluation as the main body of the teacher evaluation system, teacher development evaluation system has not been completely established. To investigate and analyze the existing problems in the current teacher evaluation, the principle, path, framework and main index of the development of the evaluation, and promote the development of primary school teachers.The separation of education "management and evaluation" has brought the evaluation of primary school teachers to promote the professional development of teachers, evaluation content system, and establish a diversified evaluation system, evaluation of endogenous power opportunities and challenges. At present, the evaluation of primary school teachers in Haizhou district is simple, evaluation objective, evaluation criteria, evaluation criteria, and evaluation of the power, the contradiction between the performance evaluation, which restrict the development of teachers, and the impact of the management of the assessment.To construct the evaluation system of teachers' professional development, to promote the development of teachers' professional development, and to promote the transformation of the value orientation of assessment and evaluation, and to realize the organic combination of the past and the future development.
