Due to the large population in our country, the development of Chinese education presents the imbalance situation. As is known to all,Chinese education has long been limited by the imbalanced development of compulsory education. The Chinese urban-rural dual economic structure has developed a similar educational structure. As the skill, wealth and material factors over-centralized in modern cities, the educational resources therefore also centralized accordingly. The gap between urban and rural educational standard, consequently has been progressively widening,which suits a typical Matthew Effect.The Third Plenary Session of eighteenth noted that we should build an effective mechanism to expand coverage of high-quality educational resources, and reduce inter-school gap in regional, urban and rural areas by using of information technology. It indicates that using of information technology to promote educational equity has been raised to the national strategic level. In the "Internet +" era, how to promote educational equity, which is a great practical significance.This research on a basis of the strategic background made by the government, analyze the principles and mechanism of the internet's development which can promote the balanced development of compulsory education between the urban and rural area. Generally, this paper will emphasize on it through several aspects. Firstly, the basic elements of the Internet and Education's enhancement for the balanced development of compulsory education will be demonstrated, which mainly included the Weak Compensation theory, the Cooperative Education Theory, the Sustainable Development Theory and the Balanced Development Theory, Secondly, the internal mechanism and strategic plan of the Internet and Education will enhance the balanced education. This part will analyze the internet education's features and the development of the compulsory balanced education's requirements. In addition, his part also will make an analysis of the mechanism that the improvement of internet can enhance the compulsory balanced education through different views and perspectives, based on the case study, which innovatively propose that the internet's development will motivate the compulsory balanced education. Lastly, this essay puts more emphasis on the possibilities of internet technology promoting the compulsory balanced education between the urban and rural area. The merits of the internet will compensate for the demerits of the traditional education, but this cannot be exaggerated. As an educational way, the internet should have the ability to improve the traditional education, but this cannot be exaggerated. As an educational way, the internet should have the ability to improve the traditional education and make a wonderful combination in order to promote the transformation and improvement of the education, promoting the compulsory balanced education between the urban and rural area.
