The education is the foundation of the national revitalization.In the background of urban-rural integration.The balance of urban and rural compulsory education resources profoundly affect the development of compulsory education and the social justice problem.This paper takes four primary and secondary schools of three countries as the sample of the analysis in A County of henan province.The paper studies two aspects of the compulsory education resources of A County,including explicit resources and recessive resources.The survey shows that its dominant resources such as the current hardware,facilities,funding,qualification,title and so on have met the needs of teaching.However,all these are not the keyto determine the quality of compulsory education in urban and rural areas.The invisible resources,including teachers' attitude and educational technology,are the coreelements of affecting the quality of compulsory education in A County.As teachers flowing from rural to urban areas and from the remote town to center,the survey concludes the core factors of the rural compulsory education,to form imbalance substantially in the nature of compulsory education resources in A County.The main conclusion are the party and government in promoting rural development,by improving the quality of education to improve China's backward rural problems and by improving the investment in rural education to make the education resources balance.In the compulsory education of the rural and urban areas in Henan Province,the hardware education resources and the dominant factors of the teacher resources are basically balanced.However,in the aspect of the education results,including teachers' the evaluation to the primary school of teaching quality,the comparison with between exam results and graduation rates in senior middle school,the compulsory education in urban and rural areas is still in a state of imbalance in A county.The current caused by the imbalance of urban and rural compulsory education is not determined by the dominant equilibrium of educational resources,but decided by the implicit characteristic factors of teacher resources,which are education teacher resources and attitude.The unbalanced nature of teacher resources is the main reason for the rural compulsory education,which leads to the imbalance between urban and rural compulsory education.To change the unbalanced state,we need to attract high-quality teacher resources in rural compulsory education,equalization of rural and urban to maintain the quality of educational resources,to realize the equalizationof compulsory education resources in urban and rural areas.For similar in the primary stage of socialism and underdeveloped county of A,to attract high-quality teacher resources into more backward rural areas to improve the quality of education,the most effective method is to improve the monetary income of rural compulsory education teachers.According to the unbalanced nature of compulsory education resources in urban and rural areas of A County,solutions of the contradiction are: The government continues to increase investment.To attract high quality teachers into the field of rural compulsory education by increasing income.Improving teachers' professional level in many ways.Perfecting teacher mobile mechanism.
