Balanced development is one of the strategic tasks of compulsory education and has attracted wide attention in the field of basic education. The Micro-Class, as an application of digital learning resources based on network and communication technology, carried the function of co-construction and sharing of high-quality education resources and shouldered the important mission of promoting compulsory education' balanced development. Therefore, the application performance of Micro-Class undoubtedly became the measurement standards for quality of co-construction and sharing of education resources and compulsory education' balanced development.The evaluation on application performance of Micro-Class learning resources is an research focus of promoting balanced education development and reform. Under the guidance of performance evaluation theory and with the focus on Micro-Class, this study was carried out from the perspective of balanced education development on the topic of the application of Micro-Class learning resources. Through the use of questionnaire survey, confirmatory factor analysis, independent-samples T test one-way analysis of variance, this study has researched the present application situation of Micro-Class and explored the process and result performance evaluation of the Micro-Class learning resources application based on the value orientation of balanced development and put forward some strategies and suggestions to optimize the application performance of Micro-Class learning resources to improve the education's balanced development.This study constructed and verified the theoretical model for the process performance evaluation and result performance evaluation on Micro-Class digital learning resources application, which enriched theoretical contents of digital learning resources. Meanwhile, this study conducted an empirical study of the process and result performance evaluation of Micro-Class learning resources and put forward the strategy to use modern information technology to promote the sharing of the high-quality education resource, which is practically beneficial for improving Micro-Class quality and widening its application and promoting compulsory education's balanced development.
