Education is a fundamental task crucial for generations to come.With the social progress and economic development, the pace of education should make the appropriate adjustments. Furthermore,we should accord to the conditions of our country, to find a breakthrough point, and strive to achieve the regional balance of education. In recent years, the country promulgates a number of related laws and regulations and policy guidance,and with the promulgation and implementation,China's education has made great strides to improve. Improving the quality and enhancing the level of compulsory education, effectively promote social progress. At the same time, it also generates related problem, which performs particularly prominent is fair and balanced. How to solve the significant difference of the level of compulsory education between area, inter-school, rural and urban, especially to promote equitable and balanced development of compulsory education in the county is a serious problem under the background of deepening education reform. In this regard, the state introduces a planning framework in 2010,.This is a ten-year plan for education, not only determines its strategic position which can not be shaked, but also makes clearly the primary task is balance in county level. In 2012, the Ministry of Education issues the methods of supervision and evaluation, which designates a standard of the education assessment within the county.Apparently, the county balanced development of compulsory education has become the main content and the mainstream discourse of the education reform, and how to assess and reflect more reasonably on assessment is the problems which the regional education development must be think.So my study is launched under the context.The paper selects an area as the object of the investigation, and it is a microscopic view of the compulsory education analysis.It mainly uses the methods of literature and investigation, according to the policy document,to evaluate the status of the balanced development of compulsory education. Specific studies are as follows:This study was based on the fact that unbalanced development of compulsory education in Hulan District, Harbin.Under the principle of defining education as public goods, based on the theories of education fair and performance evaluation, and the topic-related literature and policy as a basic standard, I finally constructs the performance evaluation system of compulsory education for Hulan District. I collects the data and information with the methods of field research and interviews, and the interviewees are the compulsory education school principals, teachers and students,in additionI use questionnaires to evaluate the public satisfaction.Then I find out the existing problems through performance assessment, further analyzed the reasons, and finally put forward the effective advice and countermeasures.By the performance evaluation, I find the problems of balanced development of compulsory in Hulan District are:1)the standardization of compulsory education not meet the standards, until now there are still seven schools do not meet the standardization;2)education management, serious phenomenon of large number of students in class,and courses "superficial";3) teachers, larger comprehensive quality difference between the urban and rural teachers and teachers' salaries "fuzzy".To deal with these problems, I give four reasons analyzed:1)lack protection of laws and policies.Protection of the law and policy is the basis for the balanced development of compulsory education, but the policy of Hulan District policy does not play the role well;2) the shortage of the education funding. Although expenditure is inclined to education in Hulan District,due to the regional economic development constraints, the effect is still not ideal;3) unreasonable distribution of educational resources. It mainly performs in the unequal of qualified teachers structure and the unreasonable of school network layout. Most outstanding talents concentrate in the "advantage" school, and rural areas, especially the week schools are lack of competent ones. Teaching outlets in old and new city can not meet the schooling of students under the new situation;4) the low quality of teachers. Due to the ural teachers their own problems and objective factors, their teaching ability is relatively low. At the same time, the aspects of ethics and professional conduct is problematic.In this regard, the author gives advice and countermeasures of compulsory education in Hulan District:1) establish the security system.Which includes legal protection, the guarantee of policy and institution, to ensure the development of education;2) increasing education funding.The financial expenditure must be trend to ducation, increases investment and to ensure efficiency in the use of education funding;3) integration of the educational resources. It Includes the adjustment of the education layout and disadvantaged school reformance, adjusting the distribution of urban schools and creating a reasonable structure and layout, while increasing financial investment and attention to weak schools;4) strengthening teachers'training. This includes improving the treatment of teachers, enhancing the overall quality of teachers and optimizing the structure of teachers;5) strengthening the construction of rural distance education project. Which based on excellent teachers education resource development and the utilization of educational resources improvement are the suitable choices.
