The rapid development of vocational education in our country into the "new four modernizations" an important safeguard, is a necessary means to promote the development of socio-economic stability, achieve educational equity. In 2006 the State Council promulgated the "Decision on vigorously develop vocational education", and since then, our vocational education at the school level and quality of education has been significantly improved, showing a new situation booming. In his speech, Prime Minister Li Keqiang also repeatedly stressed that "accelerate the development of modern vocational education, so that vocational education for the community continue to create talent dividend." But we should also see vocational education in the process of rapid development, there are also a lot of problems, construction problems of vocational education teachers, in particular, is one of the "Double" Teachers building, it has been plagued our modern vocational education system puzzle building. So, how to furthe r enhance the professional development of teachers colleges quality contingent of vocational education, it is a key and important issue.Through literature analysis, interviews of vocational colleges "double" qualification and evaluation Prompting were analyzed and revealed the existing problems in the qualification problems are: "Double " ambiguity leads to define the concept of qualified teachers identified lack of authority, that standard has been less scientific, incomplete qualification system has led t o a lack of long-term nature qualification; " double teachers " evaluation of the problems are: still traditional incentive-based teacher evaluation system, evaluation system did not reflect the characteristics of vocational education, evaluation of a single body, the lack of teachers' self-evaluation, the evaluation does not focus on the results of feedback; "double teachers" excitation problems are: the overall low level of remuneration, incentives single, comprehensive lack of effective incentive, post- training system is not perfect, the expense of "double teachers" emotional incentive. In the same time I draw some useful experience of foreign countries on the basis of teacher evaluation from the perspective of incentives put forward strategies to promote China Vocational College "Double Teachers" Team Construction. There are :to improve the "double" teacher's qualification criteria, guided double-qualified teachers, higher vocational colleges to build an effective "double" teacher evaluation mechanisms to promote double-qualified teachers, the formation of a fair and impartial multivariate Higher Vocational Colleges "double" teacher incentives, to promote the construction of double-qualified teachers.
