Confucius said: "To do a good job, must first sharpen his tool." In modern society, oral communication, is the basic skills for any kind of talents must possess. For students, good at speaking, is a kind of tool to promoting success in future study, life and work.Educator Spencer thinks that education should "prepare" for the wonderfull life, that is what we need to society, in line with the education and training of what. The Ministry of Education promulgated the "nine year compulsory education Chinese Teaching Syllabus(Revised Edition)" and "compulsory education curriculum standard" further highlights the importance of oral communication ability. However, three years in the Chinese teaching practice, I presented to the initial status is: junior high school students oral communicative ability in oral communication habits is generally weak.Research shows that: in Pingjiang County, Hunan Province, mountain junior students oral communication ability is weak, the mountain areas of poverty and backwardness, closed environment, resource constraints, teaching concepts backward makes here oral communication teac hing has been ignored, it is difficult to carry out. The mountain dialect of the deep foundation, students mouth is a dialect, dialect, the vast majority is not in Putonghua expression; some students within, timid, reluctant to say, dare not say. Even some students will use Mandarin to express but the language lacks due to the specification: statement is not complete, lack of rationality, diction and sentence making improper, incoherent, and fail to grasp the focus. Communication is not good language habits, not used to use polite language, communicate with students use dirty words.According to the results of the survey, the author tries to analyze the reasons for the low level of oral communication ability of junior high school students in Pingjiang county from the environment, teachers, students, evaluation system and other factors. Finally puts forward corresponding improvement strategies and suggestions according to the reasons, namely: the promotion of Putonghua, strengthen the construction of language environment; school to create the conditions, protection of oral communication teaching and training; teachers change the concept, the implementation of oral communication training; construction scientific and effective evaluation system.
