With the development of urbanization in China, new citizen's size and high rate of growth was beyond imagination. Due to the impacts of long-standing barriers to the urban-rural dual system, new citizens faced a lot of obstacles on their way of merging into the city. New citizens not only in terms of economic and social status in a weak position, more serious is the “information disadvantaged” in an information society. Under the background, the study presented here is based on project “The Information Behavior of New Citizens During Urbanization and Strategy of Community Information Service”(Grant number:13BTQ055) which sponsored by the National Social Sciences Fund. This study try to explore the relation of new citizens' information literacy and their urban living integration, and analyze main information literacy obstacles of new citizens melting into urban society, which is a very important guiding significance for strategy making of enhancing the new citizens' information literacy.As there is little research on new citizens' information literacy and their urban living integration, this article firstly starts with a general overview of related research in home and abroad. Then the relevant concepts were defined, and some relevant theories were proposed, such as social integration, information divide and so on. Based on this, an analysis model was constructed to discuss the effects of new citizens' information literacy on their urban living integration. The model includes three parts: two measurement models, structural equation model and multiple regression model. Measurement models were the base of the latter two models. By field investigate, the survey data were collected from some representative new citizens of Pearl River Delta. The basic situation of new citizens were analyzed using descriptive statistical analysis. Then measurement models' reliability and validity were tested. On this basis, the relation of new citizens' information literacy and their urban living integration were analyzed by structure equation modeling while main information literacy obstacles were analyzed by a meta-regression analysis. In the meantime its analysis results have some reference meanings to the following strategy research.The empirical results show that, the level of new citizens' information literacy and their urban living integration remain relatively low. Using the method of exploratory factor analysis, the paper reveals that new citizens' information literacy is constituted by four elements, namely, information locate ability, information acquire ability, information absorptive ability, information applying ability and information expressing ability. And the new citizens' adaptation to city life is constituted by economical integration, social integration, geographical integration and cultural integration. The results with structural equation model indicate that there is a positive relationship between the level of new citizens' information literacy and their urban living integration. Hence, it is effective to promote new citizens' adaption to city life by improving their information literacy. The result by multiple regression analysis showed following conclusions. Information applying ability is the combined embodiment of the new citizens' information literacy. It has a positive effect on each phase of new citizens' urban living integration and it is the main influence factor in geographical integration. Information absorptive ability is the main influence factor in economical integration and geographical integration. Information expressing ability is the main influence factor in social integration and cultural integration. Due to low-leveled information literacy, the low-leveled main influence factor is the main information literacy obstacle in each phase. Finally, some suggestions for improving the new citizens' information literacy are put forward according to the empirical results and the existing literature of related research, which aim to give references for decision-making for the related departments.
