As an important economic city on the west side of Taiwan Strait, Quanzhou develops its higher vocational education rapidly. The city has become one of the three biggest accumulation areas of higher vocational colleges in Fujian province, where private higher vocational colleges also take a considerable proportion in it. In order to enhance the development of higher vocational education in a healthy way, the national government began to assess the cultivation of talents in these colleges since 2003, and made a corresponding reform in 2008, which was carried out up to now. But after several years’ practice, we found that the features of private higher vocational colleges and their development history have not been fully considered in the current assessment model. What is more, it lacks certain scientificity and applicability to use the same evaluation scheme and criteria to all the higher vocational colleges. Starting from the process of assessing of private higher vocational colleges in Quanzhou, this paper summarizes the impact of the current assessment on these colleges. A systematic analysis has been made on the current model of assessing the talents cultivation in these higher vocational colleges, pointing out the problems and shortcomings of the current assessment model. Combining the features of higher vocational education with the situation of private vocational colleges in Quanzhou, an improvement direction and optimizing measures on the current assessment model are proposed, and then new ideas about assessing the private higher vocational colleges in Quanzhou are put forward. This study aims to guide the level-promoting of assessing talents cultivation of the private vocational colleges in Quanzhou and the quality-improving of higher vocational education in the city. It may also provide some reference for the reform on the assessment of talents cultivation in higher vocational colleges, which is conducting by the Fujian provincial government now.
