The development of public education is an important policy to protect the legitimacy of the political power and to promote the governance of the government. It is our basic national policy that developing the country through Science and Education. Promoting the effectiveness of grassroots public education is also an important way to consolidate and promote the development, stability and security of the border areas. In the last period, the grass roots government attached great importance to the development of education, and made great achievements in some aspects. In spite of this, they should not pay enough attention to the social function, especially the political function, which should be reflected in the public education. Therefore, the basic level of public education shows many problems, such as the school department's standard, the scale of running school, the lack of social functions of education, etc.. According to the the Inner Mongolia Autonomous Region frontier governance reality, this paper chooses Baotou City Damao County as the object of discussion. This paper base on analyzing the causes of above problems, put forward a solution that promoting the governance by consolidating grassroots public education.
