As the main content of contemporary Marxist theory education in China, Propagandaand popularization of socialism with Chinese characteristics, is the core mission ofChina’s ideological and political education and ideological construction. It is the primarytask of management of publicity and ideological work as well. Among them, focusing onthe grassroot and making a good foundation among normal people are the important partof the theory propaganda and popularization. In recent years, Fujian Province is activelyeducated the civil servants with basic theories, and has gained remarkable achievements.It not only expanded educational content, but also created new carriers and forms. In2009,11provincial demonstration sites on theory education have been established. As a startingpoint, they can promote and institutionalize the province’s primary theoretical educationmanagement.The theoretical background of this paper is Marx’s theory and the subject ofideological and political education theory. By consulting the existing researches on themaxism popularization and the specific practice of Fujian Province, the paper focused oninnovative ways of thinking about primary theoretical education management. We striveto form a set of system theory to break the restriction of current theoretical educationmanagement at the primary level and provide the theoretical support to further promotethe popularization of Marxism. The Research will be made from the following aspects:Part I: IntroductionBased on the current researches, the author analysed the purpose and the significanceof the research. Guided by the Marx’s theory on ideological and political education andthe popularization of maxism of contemporary China theory,we put forward thetheoretical and practical significance on carrying out the primary theoretical educationwith practical analysis and innovative researches.Part Ⅱ: The basic problems of grassroot theoretical education management. Firstly, the article discussed on the following questions: Who is the educator of thegrassroot theoretical education? Who will be educated? Why do we carry on theeducation? And through what method to educate people? Secondly, the article built itstheoretical framework by defining some basic concepts, like the subject and object ofeducation, goal and task, principles and rules, ways and methods, etc.Part Ⅲ:The main methods of theory education management at the grassroot level inFujian province.Basic theory education in Fujian Province in recent years has been greatly benefitedfrom relevant departments. In2009, there are two marking affairs that proved the basictheory of education management in Fujian Province has entered formal institutionalizedprocedures. The first one is the establishment of the theory into the grassrootdemonstration centers at the provincial level. The second one is the issue of theImplementation Plan of establishing demonstration centers which is used to spread thetheory into the grassroot level in Fujian. This chapter summarizes the active explorationand innovation of Department of the CPC Fujian Provincial Committee and the grassrootunits in system construction, organization and management improvement, rich carrierconstruction, innovation education, team building, classified education and other aspects.In this chapter, the author also introduced some innovative methods in Fujian. The" ThreeLevel work system" is one of the method which is used to strengthen the management andassessment,. On the aspect of carrier construction, we have organized propagandaactivities all around the province. We provided some cultural facilities for local people,established cultural center and organized rich and colorful cultural activities. Furthermore,with the help of the flexible and convenient new media, we have built our propagandateams in four levels which includes the experts, the leading cadres, the grassroot cadresand the normal people.Part Ⅳ The effect of basic theory education management in Fujian ProvinceThe assessment is made by information consulting, online surveys, visits,questionnaire survey method, etc.. We interviewed people in some counties, universities,grassroot party organizations, propaganda and cultural centers in households and otherunits at the grassroot level to carry out the research. Research involves two aspects: one is for the grassroots theory propaganda and education status; two is to investigate theeducation management basic theory. Through the investigation and analysis, tosummarize the basic theory of education in Fujian province management achievements,and find the problems.Part Ⅴ Restricting factors of the basic theory education management.The following five factors restricting the basic theory of education management:First, the contradiction between the scientific theory and the acceptance of the people.Second, the influence of non-Marxism and anti-Marxism doctrine. Third, differencesbetween the theory and the reality and the factors of uncertainty caused by applying thetheory into reality. Forth, non-occupational education subjects cannot copy with themulti-level of educational objects. Fifth, it is difficult to assess the effect of theoryEducation.Part Ⅵ Countermeasures in management and innovation of basic theory education.Through the analysis of innovation theory and the background of the time, Weelaborate the necessity and inevitability of innovation of basic education management,and put forward the innovative countermeasures including education management ideainnovation, approaching innovation, and the innovation on establishing grassrootsdemonstration site in Fujian Province. This paper put forward three ideas. They are theideas of "people-oriented" management, the attention to life education management, andthe attention to aesthetic education management. The paper advocated that the basictheory education management should be combined with the public demands, thepromotion of local economic and social development, as well as to the occupation of thepublic discourse. In the meantime, this section discussed the innovation on how to appliedthe theory into the grassroot demonstration site, reflected the mechanism innovationapproach, and purpose new initiatives to promote the demonstration work, such asimplementing the project operation, work motivation, strengthen exchanges andcooperation, etc..
