Research On The New Type Of Professional Farmer Cultivation Effect In Shanxi Province

At present, the modernization level of agriculture has been improved continuously while the quality of the agricultural labor force still can't meet the requirements. In rural areas of China the '386199 Unit' that means the 'women, children and the elderly' has taken the role as the main force for agricultural production. Therefore, it's no time to delay for solving the problem of 'who will and how to farming'. In 2015, Shanxi province cultivated about 200 thousands of new type of professional farmers, Investment of 231.93 million yuan,determined two intensive cities and sixty experimental counties and Three hundred and fifty-five institutions, innovation a lot of cultivation system which can be copy and popularized. Shanxi province gradually built up a cultivation system in accordance with the practical situation. Training effectiveness evaluation is a diagnosis and feedback on the cultivation work which can help to inspect the effectiveness of its implement and further modify its problems and deficiencies.In combination with the new type of professional farmer cultivation as well as the theories that in relation to the performance evaluation, this paper built up a training effectiveness evaluation system on the basis of CIPP evaluation model. Through this system the training effectiveness is evaluated from the four aspects of context, input, process and product. Through the analysis of the Changzhi City,we can determine that the result is favorable.It adopts the matrix paired comparison method and the fuzzy analytical method to calculate the weight combination of the cultivation model. In line with the evaluation results it was concluded that there existed many problems and deficiencies in the new type of professional farmer cultivation work in Shanxi province, for example, the poor foundation of the cultivation objects, imperfect supporting policies, narrow funding channels, disconnected training content, unreasonable time arrangement, insufficient supervision and management, poor propaganda and so on. Based on these problems and deficiencies this paper proposed to pay more attention to the rural education, enhance the policies supporting, increase capital input, strengthen teachers team construction, optimize the training content, schedule the time reasonably, strengthen the supervision work, enhance the propaganda as well as other countermeasures and suggestions so as to provide references for the new type of professional farmer cultivation work in Shanxi province.
