The Effectiveness Measurement Of New Professional Farmers Entrusted By The Government

With the rapid development of China's economy and technology,many preferential policies and resources are inclined to cities.At present,China's agricultural development is relatively backward.Farmers are low educated and lack of scientific and cultural knowledge with backward concept.Few Farmers have received professional agricultural training,and the productivity is backward.It is difficult to adapt to the development of modern agriculture.The development of rural agriculture is the basis for building a well-off society in an all-round way.In order to accelerate the development of China's agricultural modernization,and ensure the lasting supply of agricultural products as well as the food security.The no.1 document of the central government in 2012 made the decision of "vigorously cultivating new professional farmers".At present,a new type of professional farmers around cultivating engineering project is being held,but its effect remains uncleared.So,this article set the index system based on the Kirkpatrick Model,using the analytic hierarchy process and fuzzy synthesis to measure the effectiveness of the project in Pingnan county of Guangxi province.This paper defines relevant concepts by using Principal-agent theory and Coriolis Model theory,and analyzes the current situation of the cultivation of new professional farmers.So as to provide a reference for the setting of follow-up evaluation indexes.According to his model of the four levels of building new professional farmers training effect evaluation index system,Pingnan county of Guangxi new professional farmers cultivate the training effect has carried on the empirical analysis of the project,using the analytic hierarchy process(AHP)to determine the weight of each index value.Then use fuzzy comprehensive evaluation method,the index system of the complete application to actual cases.The actual effect of confirmed the maneuverability of the index system.Through the detailed analysis of the survey data,the conclusion is drawn.The specific conclusions are as follows.Firstly,this paper constructs the evaluation index system of the cultivation effectiveness of new professional farmers.From a systematic point of view,the training planning,training implementation and training effectiveness are comprehensively evaluated.The system framework consists of three levels:the first level includes three indicators:training planning,training implementation and training effect;The second-level indicators include eight indicators,such as training development,pre-training intensity and basic training guarantee.The third level includes 28 indicators,such as making clear the meaning of training purpose and making perfect teaching plans.Secondly,in this paper I use the analytic hierarchy process to determine the weight of each index in the evaluation of the training effect of new professional farmers.The government,training institutions and teachers can determine their priorities according to the weight of indicators.Thirdly,after establishing a complete effect evaluation system,this paper took the new professional farmer cultivation project in Pingnan county,Guangxi as an example,and applied the indicator system by using the hierarchical analysis--fuzzy comprehensive method,which verified the operability of the indicator system established in this paper.The cultivating comprehensive assessment results shows that under the commission of government the new professional farmers cultivating project overall results in a "good" level,but the score of government's propaganda and the training funds are low,which are 75.6 and 77.2.Respectively,belong to "moderate" levels.It is suggested that the relevant government departments should strengthen the effective publicity of the relevant information of the new-type professional farmer cultivation project and further plan the use of training funds reasonably.And put forward the corresponding Suggestions.
