Secondary vocational education in China is facing the dual competitive pressure from the ordinary high school education and the higher vocational education. For its economic structure, Yunnan province requires secondary vocational education to meet its social and economic development. As the frontier province in the southwest China, Yunnan borders Laos, Myanmar, Vietnam, etc. and has developed rich cultural communication with them. In developing its regional advantage, the role of Yunnan secondary vocational education is worth exploring.In case study of Tengchong No.2 secondary vocational school, this paper discusses its development difficulties in the current social environment. Located in the rural areas on the Sino-Burmese border, this school should make good use of regional advantage, enlarge student enrollment, and form distinct characteristics.Through the analysis on interviews and questionnaires, we've found the problems of this school in teacher development, professional teaching quality and school-positioning. In view of its worse enrollment, as well as its inflexible administration and teaching, it is quite urgent for the school to get out of the development dilemma.Based on the research, suggestions are put forward as follows:Tengchong No.2 secondary vocational school should work hard to expand its enrollment, upgrade hardware facilities, redesign its cooperation pattern with enterprises, solve the employment difficulties of students, make fully use of its regional advantage to carry out international secondary vocational education, and promote students'ability through cooperation with higher vocational education. The local government should offer guidance and enlarge financial support to the school. The school shall highlight cultivating talents and stress the "artisan spirit".
