Since reforming and opening, our country economy development gained the success that attract worldwide attention, our country is an agricultural big country, the rapid development of our national economy in the process, the rural labor force in our country in the course that the city changes made enormous contribution. With the development of economy, especially our country joins World Trade Organization, knowledge change rapidly, technical innovation speed to be accelerated apparently, our country rural labor force quality and skills did not keep up with the demand for development of times, it can't meet the employment needs of enterprises, which has seriously hampered China's economic sustainable development.China's rural secondary occupation education is the education and training of the rural labor force training institutions, secondary occupation education college on the quality of rural labor and skills play a decisive role. At present, our country is in the rapid development of economy, the upgrade of industry structure in the process of history, as the total number of more than 50% of the rural population, in the industrial upgrading process plays an important role, because the secondary occupation education develops slowly, education and training as well as the old knowledge structure transform fast wait for a reason, it makes the rural labor supply and demand for industrial upgrading have become increasingly prominent.This article unifies the domestic and foreign relevant theoretical research, analysis of China's rural secondary occupation education, found that China's rural education in layered and zoned phenomenon is serious, and the labor force in the process of secondary occupation education exists serious lack. Secondly, through the analysis of the current situation of industrial structure upgrade, reveals the industry structure and talent structure in butt joint gap, put forward to improve the quality of rural dweller, skill rise is industrial structure is the inevitable requirement of the development of rural residents, and the current personnel structure can not meet the need of our country industry structure upgrade, revealing the labor shortage and difficult employment the real reason, emphasize rural residents to carry out secondary occupation education, and then secondary occupation education development should pay attention to the problem.Finally, draw lessons from foreign rural secondary occupation education experience, of rural residents by secondary education process developing restricts element research, points out the importance of understanding is insufficient, inadequate investment in education, professional setting unreasonable, lack of skill evaluation in a number of deficiencies, and against the government of some of the current policy is insufficient, put forward relevant measures and suggestions. This right in our country economic structure transformation under the new situation, and constantly improve and develop our country rural secondary occupation education puts forward new requirements, to further improve the rural residents' social status and living standard, promoting the upgrading of industrial structure of current our country is smooth and has a strong guiding significance.
