Research On Dilemma Of Social Work Institutions

With the further development of society,the material prosperity brings the public the growth of diverse demands.However administrative government can not meet the diverse welfare needs of the public,so the concept of service-oriented government came into being.Coupled with the ascendant social work aiming to help people to help themselves,and promote social welfare,but its level of professional development is limited.Government purchases of services is one way to combine these two effectively,which can not only meet the needs to build a service-oriented government,but also help promote the development of social work,and finally for the benefit of the general public.But there are still many problems in practice,and these issues in a way are contrary to the original intention of government purchases of services,and they are not conducive to the healthy development of private social work institutions,furthermore,these issues sacrificed public welfare.This study chooses Social Work Institution T as a study object,which was purchased by Street X in Nanjing.As the new emerging soil for the development of social work,the specialization and professional level of social work in Nanjing is not in the lead.Besides,The development level of Social Work Institution T is limited,and it is the first time for Street X to purchase social work services.In a word,the study object in this study can be seen as a "microcosm" of the preliminary stage of development of social work institutions,unlike Shenzhen and other places with more advanced stages and forms of social work.It is more valuable for the areas of the same low degree of specialization The fieldwork found that the professional services had been affected,togethered with the tendency of the executive in the context of the government purchases of services.In this study,the data were collected by observation and interviews.To start with,this fieldworkfound that the dilemma in the organization,specialization,resource utilization and institutionality.Specifically,these dilemmas include the imperfect internal organizational structure,external constraints from government administrative system,deficient expertise personnel,unstable team,lacking of promotion mechanism and evaluation mechanism,over-reliance on students volunteer resources,the unequal cooperation with the government agency and so on.Causes of these difficulties,from a macro level,on the one hand is the strong constraint and management to social work institutions from the government.The other is that the social work institutions have to rely on the government because of their weakness.At the micro level,relevant government procurement of services is imperfect,so is the implementation and the support.Besides,there are also many problems with the social work institutions themselves,such as the low level of systematism and the lack of awareness and the ability to self-management.Then corresponding measures and suggestions were put forward in the guidance of Empowerment Theory and Social Governance Theory.For examples,taking to optimize the internal organizational structure,strengthening human resources team,establishing the dialogue mechanisms between the institution and the government improving the policies of government purchases services and so on.Those help the institutions to build their autonomy,independence and professionalism,and help to promote a more benign development for the social work institutions,and help to better achieve the vision of social governance,and help to provide better services for community residents.The innovation of this study is its difference from the exiting researches on government purchases of services.The exiting researches are mostly theoretical analysis on the basis of the government point of view,however,this study focus on the dilemma and the corresponding measures of social work institutions,and try to obtain solutions from the private social workers and social work institutions rather than depending on government.What's more,these measures are practical and instructive.
