Along with the implementation of quality education,music education as an important part of quality education,more and more brought to the attention of the state and society,education,curriculum reform has been driven all new music course standard in the comprehensive promotion,and we also is not hard to find,music education reform has not been effectively balanced development,in some regions of our country some backward economy and education,primary and secondary school music education present situation is not optimistic,rural music have been slow to get the attention they deserve and development,in the backward rural areas,flaunting the banner of quality education,music education reform,there is no really effective according to the requirements of national standards for music education reform,these phenomena have to improve our on rural music education present situation,the rural music education falling behind a direct impact on our overall music education level enhancement,to solve the rural primary and secondary school music education is very important and urgent problem.In basic education reform under the background of this survey is based on the part of primary and secondary schools at county in heilongjiang province as research object,mainly using the survey method,experimental method,and field research,deep in the region trying to music education present situation investigation,and tries to analyze restricting the area music education development of the main factors.From the school music education management level,construction level of teachers and the use level of the teaching material corresponding and countermeasures are put forward.Secondly,the author hope through at county primary and secondary school music education of the case,can provide some influence rural music education healthy development of the common factors,to solve the other rural areas in China the school music education on boosting the status quo.
