The development of higher education level is an important symbol of a nation's education level,and a country's comprehensive national strength important embodiment.The development of higher education has a priority position in the national development strategy,which provide talent and intelligence support for economic and social development,and will be continuous and stable development of national economy indispensable driving force,which has drawn great attention of the countries all over the world.Since the 1990's,our country put-s forward the science and education "strategy" and "education facing the 21st century revitalization action plan" successively,the cause of higher education obtained the rapid development,that has made remarkable achievements,source and talent source,as a research and development of colleges and universities play an important role in the economic and social development.On the other hand,along with the continuous expansion of higher education scale,profound changes have been taken place in higher education management system,where the situation of regional segmentation of institutions of higher learning has fundamental change,which has formed the central business management departments and provinces and cities,the government at the provincial level as a whole management system,promoted the rapid development of the local colleges and universities,including the central and western regions.But,with the rapid development of the cause of higher education,higher education development of the regional gap is further widening,agglomeration degree of higher education is also showing a significant regional differences,at the same time,the role of innovation in social and economic development is more and more prominent,the most critical factor is to improve the national competitiveness.In more and more driven by the knowledge in the global economy,innovation has become the basic driving force of economic growth and social development and to maintain and enhance national competitiveness of the key factors for a long time.Xi jinping,general secretary at the national conference on science and technology innovation,the member of both houses of congress,China association for science and technology the ninth national convention speech(2016)put forward for the construction of science and technology world powers to struggle,and scientific research institutes and research university is the main basis for the development of science and technology in our country,is also the cradle of science and technology innovation talents.Visible as innovative talent training base of institutions of higher learning,knowledge production,innovation,communication,integration and transformation base,the important force of technology innovation,it especially on the significance of innovation.This study of higher education impacts on the regional innovation ability research,because most of the previous literature to case analysis and theoretical analysis of qualitative research methods,and not from the perspective of economic geography in the space correlation,makes the research conclusion is the lack of strong support.Using Stata13.0 regression test,the cluster innovation ability effect-s caused by the regional colleges and universities.Secondly has carried on the empirical regression,for higher education concentration to the influence factors of regional innovation level and the regional difference has carried on the empirical analysis.Specific research contents include:(1)The spatial autocorrelation analysis,using Moran 's I state spatial agglomeration index analysis of higher education in China there are significant positive correlation,and the eastern parts of the Midwest provinces from 2008 to 2014 colleges and universities the number and the number of colleges and universities around the country ratio measure regional higher education degree of agglomeration,using GeoDa analysis our country's higher education exists significant spatial agglomeration.But the Midwest concentration degree is low.Beijing,Shanghai,despite the obvious concentration,concentration degree is reduced year by year,by applying the methods of the visualization to illustrate the size distribution of colleges and universities in our country.(2)Because it can be directly measured the indexes of regional innovation capability which does not exist,with indicators:regional patent applications to measure the ability of regional innovation level.According to the data availability and accuracy,using GeoDa software from 2008 to 2014 a total of seven years of China's regional patent application for visual analysis,through the local Moran 's index LISA I figure,analyzes the spatial distribution characteristics of regional innovation ability,which presents the ladder-like distribution,and growing regional innovation center.(3)Based on the involved in the second chapter of the human capital theory,knowledge spillover effect and new economic growth theory,the theoretical impact on higher education agglomeration mechanism of regional innovation ability is analyzed.Higher education in regional innovation system is analyzed,agglomeration effect on the regional innovation.Based on panel data of provinces and cities in 2008-2014,according to the knowledge production function model,using Statal3.0,higher education agglomeration level and the regional innovation ability for the empirical analysis,the results show that for the country as a whole,the higher education agglomeration has a promoting effect to the promotion of regional innovation capability.But in different areas,there are differences between the higher education agglomeration to regional innovation ability,the eastern part of higher education for high concentration and low concentration level of the Midwest,higher education agglomeration has significant positive effect to regional innovation but the Midwest higher education concentration coefficient is more significant.According to the size of the control variables are the result of economic development as well as other regional R&D capital stock and of industrial enterprises above designated size and area in the area of R&D intensity influence to regional innovation ability is not the same.According to the studying on regional innovation of higher education agglomeration cause of empirical analysis,this paper get the following conclusion:The optimize allocation of regional higher education resources,increase investment in higher education resources in the western areas.The competent department of education science and technology in technology research and development in colleges and universities and scientific research innovation incentives.Accurate positioning function of colleges and universities,attaches great importance to the university-industry cooperation,the collaborative innovation.Build college innovative culture atmosphere,constantly optimize the soft environment for the development of the regional innovation.
