The Research On Turkish Higher Education System Reform

Themanagement system of institutions of higher education,is about the establishment of national administrative departments at all levels of colleges and universities,mutual affiliation,authority and responsibility distribution of various mechanisms of superordinate,which includes the mutual relationship between the various functional organization within the government,institutions and universities.The management system of a country is influenced by the economic,political,historical and cultural traditions in general.In the past a long period of time,it is generally believed that the management of colleges and universities is the administrative management,and the management system of colleges and universities is the administrative system.With the implementation of the law of higher education reform in Turkey,the university management system has gradually begun to reform,a step by step with the market economy.The reform of the management system of higher education has shown the signs of the administrative.The old system can not meet the needs of the development of colleges and universities.The state should carry out macro management and unified plan.However,at present,Turkey is a large part of the University's management system to limit the government's administrative management,the government in which the positioning is not clear,the function is still not reasonable.The government is still the control of the University,in the management,school,teaching has the right to have a large.The contract management of centralization in a certain extent still exists,running over a single subject,government management authority in universities,which arelack of initiatives.In this paper,firstlywe introduces the thesis of the Turkish higher education basic situation,characteristics and historical review,and then based of Turkish higher school management system,the existing problems and the reasons were analyzed one by one,and tries to construct a can get widely used management mode;the use of government has been dedicated to the "rule of law" and "limited","service","responsibility" to achieve the organic integration of the power mechanism of the scholar and the governance mechanism of power to construct appropriate Turkish university education healthy development of benign cycle mechanism.Through the comparison of the process of higher education system reform in China,we sum up experience and shortage,find the place that Turkey can learn from,and eventually form a complementary and harmonious situation,with the hope that the progress and development of higher education,and to provide personnel support and intelligence services for the modernization of Turkey.So far in the development of the university management system to have the characteristics of the national condit ions,can be more realistic,steadier development,much more time.
