With the development of society,emergences are on the rise in China's colleges and universities due to their increasing unstable factors,which has become a huge challenge of colleges and universities administration and thus raised new requirements for campus security management.An extensive research on campus security management system has been conducted in China.A scientific and systematic emergency response capability evaluation indicator system based on the prior findings is built to promote scientific,institutionalized and standardized campus security management,and quantify the monitoring,assessing and rating of campus security.A profound and systematic research on emergency response capability of colleges and universities is conducted in this thesis based on the domestic and overseas literatures and extensive expert opinions,aimed to establish a two-level emergency response capability evaluation indicator system,including three first-class indicators—pre-cautions,middle-control and after-restoration—from the perspective of crisis life cycle and comprehensive emergency management,and fifteen second-class indicators,including emergency plan design,security system inspection,plan training and drill,and organizational structure of emergency personnel,which is tested by the empirical analysis of a university in Qinhuangdao,in which questionnaire to collect data,and fuzzy comprehensive evaluation with two operators are applied to ensure the accuracy of analysis.The thesis is composed of five parts.Part one elaborates on the research background and significance,and research methodology and framework.Part two introduces the related definitions and theories.Part three works to establish the emergency response capability evaluation indicator system of colleges and universities.Part four is the case study of a university in Qinhuangdao,conducting the empirical analysis of emergency response capability,in which weight is determined through Analytic Hierarchy Process and evaluation is made by Fuzzy Mathematics Model.Part five proposes constructive suggestions on how to improve emergency response capability based on the results of prior empirical analysis,providing helpful references to other colleges and universities in China.
