Education is the foundation of national development, education equity is an important foundation for social equity. Since the reform and opening up, China’s education has got rapid progress, education equity has also taken significant steps, but the education structure and layout is not rational. The gap exists between urban and rural areas, among regions and schools. The education development is not balanced. The building and sharing of education information resources plays a important role in the realizing of education equity and promoting the balanced development of education. With the development of information technology, the compulsory education information resources becomes increasingly richer, but the serious imbalance of compulsory education information resources allocation between urban and rural area and among schools has become an outstanding problem in the development of compulsory education of China, and it has become an obstacle to realize the integration of urban and rural education. As the leading province of China in economy, the development speed of compulsory education of Guangdong province lies in the front around whole country. But the imbalance of compulsory education is still exists, one of the important characterization is the unbalanced allocation of compulsory education information resources. Promoting the integration of urban and rural education and realizing the rural and urban education equity, are the consistent education policy. The allocation of compulsory education information resources is directly related to the social benefits, economic benefits and scale benefits of compulsory education, and determines the level and quality of compulsory education. Taken the optimizing allocation of compulsory education information resources in Guangdong province as the research object, the research has important theoretical significance and practical value.The research follows the basic thought of "theory research-status analysis-strategic suggestions", besides the1st chapter "the introduction" and the6th chapter "the summary and the forecast", this paper main body is divided into4chapters.Chapter2:The basic theories of compulsory education information resources allocation. Firstly, through the carding and integration the theories of resource allocation, information resource and information resource allocation, it defines the meaning of compulsory education information resources allocation. It considers the goal of compulsory education information resources allocation is to maximize the social information welfare. And it analyzes the characteristics of compulsory education information resources allocation. Then it introduces the theoretical basis of compulsory education information resources allocation, including public goods theory, equity theory and efficiency theory. Finally, based on the understanding that compulsory education information resources has the attribute of public goods and the allocation of compulsory education information resources must stress on equity, it proposes that the allocation of compulsory education information resources is a mixed mode, which relies mainly on plan while market, based on "equity in priority, and giving consideration to efficiency".Chapter3:Research on compulsory education information resources allocation system. After defining the concept of compulsory education information resources allocation system, it analyzes the functions of the system, and constructs the overall frame of compulsory education information resources allocation the system. Then based on the frame, it analyses the structure of compulsory education information resources allocation system:the structure of allocation content, the structure of allocation subject, the structure of allocation users, the structure of allocation network, the structure of allocation services structure. The arrangement of compulsory education information resources allocation system include:macro-allocation, meso-allocation and micro-allocation. The affecting factors of compulsory education information resources allocation system can be analyzed from four aspects:allocation subject, objective user, allocation network and external environment. The operational mechanisms of compulsory education information resources allocation system include management mechanism, investment mechanism, integration mechanism, coordination mechanism, competition mechanism and incentive mechanism.Chapter4:Analysis the current situation of compulsory education information resources allocation in Guangdong province. This chapter first briefly describes the development of compulsory education and the process of compulsory education information resources construction; in Guangdong Province then analyzes the achievement of compulsory education information resources allocation in Guangdong province. The improper allocation of compulsory education information resources in Guangdong province shows in five aspects:lack of available resources, low allocation efficiency, big gap between urban and rural areas, significant differences among regions, and outstanding differences among schools. The reasons are:the bias of education management system, the absence of leader’s cognition, the misleading of school hierarchy, the short of resource construction funding, the incompletion of allocation system, the backwardness of coordination and planning, and the lack of optional mechanism.Chapter5:The strategies of optimizing allocation of compulsory education information resources in Guangdong province. It analyzes the connotation of compulsory education information resources optimizing allocation from four aspects, then puts forward the guiding ideology, targets, overall ideas and basic principles of compulsory education information resources optimizing allocation. Based on the structure of compulsory education information resources allocation system, it suggests some specific strategic measures for the optimization of compulsory education information resources allocation content, the optimization of compulsory education information resources allocation subject, the optimization of compulsory education information resources allocation user, the optimization of compulsory education information resources allocation network, the optimization of compulsory education information resources allocation service, the optimization of compulsory education information resources allocation environment.
