The teaching of physical education teachers is to ensure that the quality assurance of school physical education teaching, the main factors to measure the quality of physical education teachers career is the ability of the structure of physical education teachers should have the basic ability to Physical education teachers in secondary schools teaching abilities in the special stage and status of which is its top priority to ensure the quality of physical education teaching, the new curriculum, curriculum standards for physical education teachers teaching ability to a higher demand, so its importance is self-evident. Few studies specifically for secondary school physical education teachers teaching ability, and study the lack of scientific and systematic, more authoritative scientific evaluation system has not established a sound, resulting in blindness and confusion of the capacity development of secondary school physical education teachers. How can a comprehensive scientific evaluation of secondary school physical education teachers teaching ability, effectively solve the existing problems in the development of the current middle school PE teachers teaching ability, be able to scientifically design a comprehensive reflection of secondary school physical education teachers teaching ability evaluation system has become imperative. In this study, literature study, expert interviews, Delphi method, mathematical statistics, analytic hierarchy process as well as logical analysis initially built secondary school physical education teachers teaching ability evaluation index system and make concrete and operable for scientific evaluation of physical education teachers in secondary schools teaching abilities, to promote the development of secondary school physical education teachers teaching ability and to improve the quality of secondary school physical education teaching to provide a theoretical reference.The findings are as follows:(1) questionnaire by three experts in order to determine the evaluation index system of secondary school physical education teachers teaching ability, the index system consists of the four-level indicators(Instructional Design, Teaching,implementation capacity, teaching evaluation capacity, teaching should have expansion), 14 two indicators, as well as 31 three indicators form.(2) pairwise comparisons the degree of importance of the indicators given by the Analytic Hierarchy Process experts to determine the results of one, two, three indicators of the weight calculation, in which the weight of anindicator value of instructional design capacity of 0.166, the teaching ability of 0.663,teaching evaluation capacity of 0.102, 0.068 of teaching should have the ability to expand and indicators at all levels of the right weight have to undergo a consistency test and theoretical analysis, in order to prove the reasonableness of the index weights set.(3) the evaluation index system in secondary schools, a practice test, the results show that the evaluation index system, the feasibility and practicality, can objectively distinguish between a middle school PE teachers teaching ability level of secondary school physical education teachers teaching ability. development of the theory of reference and navigation effects.
