The introduction of the third-party to participate in school assessment is an important measure to deepen the reform of education evaluation system.In the context of advocacy of "vigorously promoting the evaluation of the third-party" by our national government,how to overcome practical problems such as the third-party evaluation market's not mature,professional evaluation is difficult to ensure,is particularly urgent.The purpose of this paper is to focus on the third party evaluation which in many problems faced by the operational level.Through the research and analysis with scientific methods,we can know the process,method and effect of third-party in evaluating school clearly.This will provide a theoretical basis for third-party which will promote it more standardized and scientific,and a reference for third-party evaluation subject(third-party organization,education administration departments and schools).This paper mainly adopts case study method.Based on understanding of the "third party assessment " and "evaluation" and other related concepts,I recorded the method third-party organization adopted and the problems it encountered in detail by tracking observation the specific process of the third-party(The X Research Society of Sichuan Province)'s evaluation on schools(11 primary and secondary schools in Y county),with convenient of my education journalist identity.All kinds of interviews with X Research Society of Sichuan Province ? the education bureau of Y County ?primary and secondary schools which were evaluated,and common nature of the case which have been excavated and some rules by revealing the common nature,make this research more practical significance and value.This thesis briefly describes the general situation of The X Research Society's evaluation on the schools,and combs the evaluation that The X Research Society?the education bureau of Y County and the schools which were evaluated's reviews on third-party assessment.Combined with all the data and information,and the research and achievements which we have got,we can find that the main experience which The X Research Society have achieved in the evaluation include that it respected the subjectivity of the evaluation object,created a democratic evaluation culture,promoted the development of the schools had been evaluated.However,The evaluation process also had defects,mainly in the following points: tools were not mature,reliability should to be improved,more attention to school but less to students,the time was not sufficient and ability was limited,it was difficult to speak with real feelings,etc..Therefore,I put forward 7 suggestions for improvement for third-party assessment:improve the evaluation techniques and methods,create conditions to achieve "education governance",support improvement of school quality and characteristic development,focus on students' learning ability,take into account sustainability of evaluation,improve independence of third party,strengthen the assessment and supervision on third parties.
