A Study On The Third-party Assessment Of School Sports' Potential Risks And Avoiding Paths

With the in-depth implementation of the separation of education "management and evaluation",education departments,schools and third-party institutions respectively undertake the functions of management,school running and evaluation,forming the "government management,school running,social evaluation" New pattern.Changing the traditional supervision and evaluation of government departments and introducing social forces can fully release the professionalism,independence and impartiality of third-party evaluation.The introduction of third-party evaluation in school sports is essentially to clarify the relationship between the government and the school,and to better promote the fairness principle of school sports evaluation.However,as the development of third-party evaluation in China is not yet mature,various problems and dilemmas still exist in the process of third-party evaluation.On the basis of fully recognizing the importance of third-party assessment of school sports,this paper investigates the main risk factors of third-party assessment by analyzing the possible risk problems of the third-party assessment of school sports in the assessment process.It provides targeted solutions and preventive measures on how to prevent the potential risks of the third-party assessment of school sports,and provides guarantee for the smooth implementation of the supervision and evaluation of school sports.Mainly adopt scientific research methods such as literature data method and expert interview method to study the third-party evaluation of school sports.Taking "the potential risks and evasion paths of the third-party assessment of school sports" as the research object,and taking the primary and middle school physical education teachers and school sports administrators in Shanghai,Beijing,Henan,Guangzhou and other provinces as the survey objects,focusing on the potential of the third-party assessment of school sports The form of risk and its causes.First of all,combined with the theoretical analysis of the application of third-party assessment in school physical education.Second,analyze the specific implementation and application of the introduction of third-party assessment in school sports.Explore the causes of school sports third-party assessment risk from four dimensions: third-party assessment of industry,technology,morality and society.Finally,prepare for the rainy day and put forward risk prevention countermeasures against the four potential risk forms in the third-party assessment of school sports.The research draws the following conclusions:(1)As an emerging industry,third-party assessment has gradually emerged problems and risks,mainly reflected in four aspects: industry risk,technical risk,social risk,and moral hazard.(2)The main problems that currently exist are: the absence of relevant system norms;a single evaluation agency,lack of professional talents;insufficient indicator system;insufficient social credibility,etc.(3)The main reasons for the problems are: the relevant legal system is lagging;the development is not yet mature;insufficient funds,excessive dependence on the government;insufficient self-literacy of the assessors,and insufficient supervision and supervision.Put forward targeted suggestions:(1)Define the third-party evaluation institution of school sports from the legal level and clarify its powers and responsibilities.(2)The government should actively guide and provide policy support.Through tax incentives and policy incentives,we help third-party evaluation agencies develop rapidly.(3)Strengthen the training of specialized school sports third-party assessment teams and improve the personal qualities of the assessment staff.(4)Improve the incentive and restraint system and strengthen supervision.
